Adoptions from Kyrgyzstan “At a Glance”
Family Eligibility: Both single women and married couples may adopt from Kyrgyzstan. The only age restriction is mothers over 50 are sometimes not allowed to adopt infants. Adoption Alliance works with families in every state to adopt from Kyrgyzstan. Families who will be adopting their first child must be open to a child of either sex.
Children Available: Most adoptable children are from 2 months to 2 years, as well as above 7 years at time of referral. Some are healthy while others have some physical and/or emotional challenges. Wait times are shorter for older children and males. About 80% of adoptable children are Kyrgyz – featuring a mix of Mongolian and Turkish features. The remaining 20% are Russian children with fairer features.
Travel: Two trips recommended - both trips are about one week. The first trip occurs about a month after referral. The second trip occurs about 2-3 months after return from first trip. One trip is allowed for families adopting special needs children and families who are willing submit additional paperwork. Please contact the program coordinator for more information.
Time Frame: Wait time for referral varies from 4 months to 7 months for Asian infant boys, longer for Asian girls and Caucasian children.
We are now receiving applications from families requesting any gender, including infant girls. However, we expect for there to be another hold on applications for infant females in the near future once we have a full waiting list.
Medical Information: Families are provided with a short basic medical report and photo.
Benefits: In comparison to some other countries, processing time of adoption can be shorter.
Issues: The same risks as all international adoption programs, such as lack of medical information, developmental issues, and institutional delays.
Costs: We estimate the cost is approximately $35,000 which includes Adoption Alliance fees, country costs, dossier and translation fees, humanitarian aid, and travel. Discounted fees for special needs children.

Summary of our Kyrgyzstan Program
HISTORY OF PROGRAM
Adoption Alliance's newest program is in Kyrgyzstan, a former republic of the Soviet Union located northwest of China. Kyrgyzstan was opened to international adoptions in 2005. Adoption Alliance was approved by the Kyrgyz government in 2006 to help families adopt. Most adoptable children are 4 months to 3 years, as well as over 7 years. Healthy children are available as well as children with physical and/or emotional challenges. Substance abuse, poverty, and unemployment impeding parental care are the main reasons for children living in the orphanages.
STEPS TO ADOPTING FROM KYRGYZSTAN
- Family completes the home study and immigration approval
- Family puts together state certified and translated dossier for Kyrgyzstan
- Dossier is sent to Washington D.C. for authentication
- Coordinator in Kyrgyzstan notifies the Ministry of Education to assign the child to adoption by a U.S. family.
- Family travels to Kyrgyzstan for first trip to meet their child.
- Coordinator then goes to the court to file the case with the court. The coordinator appears on behalf of the family to testify that they are a good family and able to raise the child and meet his/her needs.
- The court reviews the file and will issue Resolution (final decree of adoption).
- The family gets their visa and travels for about 1 week to receive the child, get a new birth certificate and appear at the U.S. Consulate in Bishkek for a review and approval of their I600.
- The family travels to Almaty, Kazakhstan to get the immigrant visa for their child.
- The family returns home
